AET Transport and Mobility Forum

The AET Transport and Mobility Forum promotes active engagement of AET members and member-groups with each other and with other like-minded transport organisations through supporting and hosting a range of activities including online webinars, seminars and discussions on a wide range of transport and transport related topics of interest. We welcome new members and new ideas about transport and how we talk about transport.

Who Will Change? Applying a Behaviour-Led Classification of Londoners for Sustainable Mode Shift

FREE Webinar: Thursday 5 November 2026
11.00-12.00 CET / 10.00-11.00 GMT

Transport for London (TfL) commissioned AECOM to update its Transport Classification of Londoners (TCoL), a traveller segmentation system categorising London residents according to travel behaviours, attitudes towards transport modes, and willingness to change travel habits.
The study was based on a representative online survey of more than 5,000 Londoners across all 32 boroughs, collecting information on travel behaviour, mode choice, attitudes, barriers to mode switching, demographics, and environmental perspectives.

Survey data were combined with datasets including the 2021 Census, Public Transport Accessibility Levels (PTAL), London Travel Demand Survey (LTDS) data, and London Output Area Classification (LOAC). Using statistical clustering techniques, particularly k-means clustering, the analysis identified distinct traveller segments.

The iterative development process involved TfL stakeholders and validation against accessibility indicators, travel behaviour datasets, and the previous TCoL segmentation. The resulting geodemographic segmentation supports policy design, investment prioritisation, demand forecasting, and future analytical and modelling capabilities.

This webinar will be chaired by Suheyla Semerci (TMF Working Group) and moderated by Claire Cheriyan (Transport for London).

The AET Transport and Mobility Forum webinars are FREE to attend and are hosted on the Zoom platform.

Claire Cheriyan is Co-Head of Strategic Analysis at Transport for London, leading teams responsible for forecasting, research, evaluation and analysis to inform transport policy and investment decisions. Over her 18-year career at TfL, she has worked across a wide range of analytical and strategic projects, using data and insight to understand travel demand, changing travel patterns and the impacts of transport interventions, including work on air quality and London’s recovery from the pandemic. She particularly enjoys bringing together people, ideas and evidence to support major policy change and scheme development, and is motivated by solving complex strategic and organisational challenges and identifying clear, practical ways forward.

Suzie Boddy has been part of the AECOM Strategic Transport Modelling team since 2018. She has a strong focus on data analysis, statistical modelling, and demand modelling, as well as tool development and code maintenance. As part of her technical lead role in the Data Analytics and Mobility Insights team she uses data, behavioural modelling, and statistical methods to deliver practical and applicable outcomes across a range of transport-related projects.

Katherine Blair joined Transport for London in 2004, initially working on the modelling and analysis of road network performance, capacity and congestion. Since 2013, she has worked in strategy and policy, focusing on behavioural research and analysis to support the appraisal and monitoring of transport policies and schemes, as well as strategic highway and cycling models. She has a particular interest in less well-studied and emerging modes of transport, including cycling, minicabs, car clubs, freight and e-scooters, and has undertaken primary research to better understand Londoners’ travel behaviour, attitudes, motivations and barriers.
